1. Role and goals
1.1 In order to promote the academic development of the “Belt and Road Aerospace Innovation Alliance” (hereinafter referred to as the “BRAIA”), enhance the global academic impact of the alliance, BRAIA is to form its Academic Committee, so as to improve the academic development mechanism and expand the platform for academic exchange and cooperation.
1.2 The Academic Committee is the academic body, responsible for academic affairs of BRAIA. Under the leadership of Standing Council members and the guidance of all members, it carries out its work independently and performs its functions of decision-making, deliberation, evaluation and consultation of academic affairs of BRAIA as a whole.
1.3 To promote the academic development and talent cultivation, the Academic Committee shall abide by academic rules; adhere to the principles of openness, impartiality and fairness; respect academic freedom and equality; advocate academic innovation; pursue academic excellence; promote academic ethics; safeguard academic reputation, academic atmosphere and corresponding academic norms.
2. Composition
2.1 The members of BRAIA Academic Committee shall, in principle, be university rectors, academicians, or scholars with worldwide reputation in the aerospace and relevant fields.
2.2 The members of BRAIA Academic Committee shall be elected by standing council members of BRAIA.
2.3 BRAIA Academic Committee shall take the proportion of members in different regions into consideration. It comprises 1 chairman and 8 members, including member(s) from the industry.
2.4 BRAIA Academic Committee consists of working groups.
2.5 The working groups are proposed for the following purposes,
2.5.1 to enhance the development of frontier, emerging and interdisciplinary academic disciplines;
2.5.2 to strengthen international exchange and cooperation via research platforms, centers, institutes and projects;
2.5.3 to promote the technology applications via cooperation among universities, industries and research institutes;
2.5.4 to improve talent cultivation.
3. Rights and obligations
3.1 Members of BRAIA Academic Committee have the following rights,
3.1.1 to discuss, deliberate and vote on relevant matters;
3.1.2 to provide suggestions on the work of BRAIA Academic Committee;
3.1.3 to offer consultation to BRAIA Standing Council on academic affairs.
3.2 Members of BRAIA Academic Committee shall fulfill the following obligations,
3.2.1 to formulate and implement academic development plan for promoting each BRAIA member's frontier, emerging and interdisciplinary academic disciplines; to carry out relevant investigation and research for putting forward opinions or suggestions on academic affairs;
3.2.2 to plan and strengthen international academic exchanges and cooperation among BRAIA members support the establishment of cooperation mechanisms including research platforms, centers, institutes and project; to organize BRAIA members jointly apply for scientific research projects; to deliberate academic and scientific research funds, projects and awards independently set by BRAIA (if any);
3.2.3 to promote the application of BRAIA members’ scientific and technological achievements;
3.2.4 to seek new channels and platforms for scientific research and education;
3.2.5 to hold plenary meeting(s) of BRAIA Academic Committee at least once a year; to present annual work report to BRAIA Council Meeting and accept questioning; to deliberate other major academic matters;
3.2.6 to take responsibility for the proposal, plan and organization of annual academic activities of BRAIA (at least once a year).
4. Re-election, appointment and withdrawal of membership
4.1 Members of BRAIA academic committee shall be appointed for a term of 2 years, and may be re-elected for a term of up to 2 consecutive terms. In re-election the number of consecutively-elected members shall not exceed 2/3 of total number of committee members in principle.
4.2 The membership of BRAIA Academic Committee shall cease upon discussion and decision in the plenary meeting of the academic committee under any of the following circumstances,
4.2.1 submit formal resignation for the membership of BRAIA Academic Committee;
4.2.2 be incompetent or otherwise unfit to serve as a committee member.
5. Working mechanism of BRAIA Academic Committee
5.1 BRAIA Academic Committee shall suggest that a plenary meeting of the academic committee be held during BRAIA Council Meeting every year.
5.2 The chairman of BRAIA Academic Committee shall propose to have special meetings such as project review meetings to discuss and decide relevant matters in accordance with specific working needs.
5.3 Members of BRAIA Academic Committee shall deal with important academic affairs timely through telephone, email, video and/or other forms.
6. Decision-making mechanism of BRAIA Academic Committee
6.1 BRAIA Academic Committee shall implement the principles of one person having one vote and the minority being subordinate to the majority.
6.2 Alternate members shall have the right to propose suggestions while shall not have the right to vote.
7. Facilitating conditions provided by BRAIA
7.1 Meeting venues, materials, facilities etc. for BRAIA Academic Committee meetings.
7.2 Other necessary facilities.
